Launched a cloud-based business intelligence platform to store key data for 300 projects and enable visual performance analytics with Deloitte Consulting; trained 48 managers to run data analytics in new platform.
Integrated processes of budgeting, procurement, and asset management on a new platform to replace 3 siloed systems; transformed workflows for financial departments of CUHK to save annual labor cost by $2M.
Drove effort to improve CUHK’s cybersecurity; assessed risks for 200 depts and provided remediation plans; enabled central control for 8000+ computers with Microsoft and Cisco, reducing security incidents by 80%.
Spearheaded strategic review of ITSC’s organizational design, researching ideas to increase resource utilization and efficiency; championed effort and established project mgmt. office to roll out new matrixed organization.
Authored and published the successes of CUHK’s digital strategies in “From Service Centre to Strategy Enabler”; delivered 10+ speeches at education tech conferences held in HK and China to share learnings.

CUHK Shenzhen Campus ICT Planning

Led planning and implementation of “smart card” solution for new 250-acre campus (the 1st CUHK campus on Mainland China); managed partnerships across CUHK, Shenzhen government, and China CITIC Bank and supervised collaboration among Cisco, Oracle, SAP, IBM, and China Unicom during year-long effort.
Composed “smart campus” feasibility reports and budgets, presented to government and won $30M in funding; drafted legal documents and negotiated clauses with China CITIC Bank and won $10M in funding.
